Program Directors and Life Sharing Specialist

Amanda Slotter

Program Director

Amanda started with Kelsch in February 2019 as the Program Supports Manager for Marshall. She has been the manager/regional manager at several other sites including 307 West Penn, Downingtown West, and Timber.

Amanda has a BA in Applied Psychology from Penn State. Upon graduation worked in a School-based partial hospitalization setting providing services for students in need of emotional support, combining academics with mental health treatment to help students adequately function in public schools in their communities. Along with a passion for helping others Amanda enjoys the arts and has lead several Paint Night/Rec nights inside and outside of Kelsch.

Amanda is the Program Director for Cole Brook, Marshall, and West Penn.

Angela Brown

Program Director

Angela joined the Kelsch Associate Family in September 2019. She has an extensive career in the Human Service Field, including advocacy and program development. Most recently, Angela served as a Residential Treatment Manager for adolescents with Intellectual and Developmental delays and mental health diagnosis.

Angela received her Bachelor of Arts at Immaculata University and is currently working towards her Master of Leadership through Walden University. In her free time, Angela serves as an advocate and fundraising coordinator for Dawn’s Place, a local non-profit that provides rehabilitation services survivors of Human Trafficking.

Angela is the Program Director for Nields, Rolling, Strasburg, Timacula and Vivian/Unlicensed.

Jennifer Caton

Program Director

Jennifer is the Program Director for Downingtown West, Jones, Merlin, and Timber. Jennifer has been working with Kelsch Associates since October 2018.

Jennifer is a graduate of West Chester University, where she received her Master’s in Special Education and Autism Spectrum Certificate. After graduation, Jennifer went on to work for a Human Service organization in Delaware County serving individuals with intellectual disabilities for almost three years. When she isn’t working, she spends her time chasing around her two toddlers.

Molly McGarvey

Program and Incident

Management Director

Molly studied Social Work at West Chester University and started as a Program Support Manager after graduation in 2015. She really enjoyed working with the individuals in a home-setting and being able to utilize her social work skills. After working as a manager, Molly began to train other managers in various homes throughout the agency. She loved the administrative side of the job, and she became a Program Director where she supervised different homes.

Currently, Molly is the Program Director for Downingtown East, Meadow, Penn, and Ridge, as well as the Incident Management Director.

Venice Paliangayan

Program Director & 

Quality Assurance Specialist

Venice joined the Kelsch Associates Family as the Quality Assurance Specialist (QAS) in October 2018. In addition to her role as QAS, Venice was promoted to Program Director in December 2019. Venice is the Program Director for Miner, Paoli, and West Sadsbury.

Venice received her B.S. in Psychology from Lynchburg College in 2010. She's had previous experience in Incident Management, Service Coordination, and Community Learning Services. She enjoys working closely as a team with administrators and staff as well as, attending birthday parties and celebrations with consumers.

Luz Fragoso

Life Sharing


Luz is a very reliable and caring person who has worked for Kelsch Associates, PA, since September 1998. Luz's passion is helping individuals to reach their goals and seeing the smiles on their faces.

During her 21 years of employment with Kelsch Associates, Luz has served as a Residential Program Manager, Caseworker, Trainer/Coach, Day Program Manager, and is currently the Life Sharing Specialist.
